Closing the Achievement Gap

Despite having a highly educated work force, Minnesota has one of the largest education gaps in the country. Based on a comprehensive school readiness assessment, the state estimates that overall 70 percent of children entering kindergarten are school-ready. The percentage of poverty children assessed as school-ready, however, is as low as 18 percent in some communities. To close this gap, the state has long recognized the need for early intervention in at-risk children and has developed the “Minnesota Model” for Early Childhood Education (ECE). The Minnesota Model consists of home-visiting nurses and mentors, starting as early as prenatal and early learning scholarships for parents to select from high-quality ECE programs.

Little progress will be made in closing the achievement gap if we wait until children enter kindergarten or even if we simply add a 4-year old grade to our schools. Waiting until age four is too late for our most vulnerable children. The low-income children -- who are most at-risk of falling into achievement gaps -- need multiple years in a high-quality early learning environment in order to catch up and be prepared for kindergarten. The Minnesota Model has been successfully implemented across the state and significantly increased the school readiness of the children from low-income families. It has been shown that this model is scalable and effective. Based on the economic returns, there is no better public investment.

Representors from DHA including Licensing, Background Studies, Child Care Assistance as well as Child Development Services will be attending the session. This group will give updated information from all areas. They will be able to answer questions about changes and updates.

1. Leadership in Early Childhood

We will explore effective strategies for strengthening teamwork, communication, and time management. Communication is the key to working successfully as a team. Managing time in order to effectively complete tasks can be a struggle as well. Together we will explore techniques and strategies that may help in your day-to-day management.

2. Minnesota Legislation and How It Affects Your Center

Chad Dunkley, New Horizon Academy; Clare Sanford, New Horizon Academy; Patrick Lobejko, Ewald Consulting

This workshop will give updates on legislation that has affected or will affect early childhood programs in Minnesota.

3. Immunization Requirements for Child Care

Lisa Harris and Ben Christianson, Minnesota Department of Health

Minnesota law requires that all licensed child care providers help make sure young children are immunized against serious diseases. As noted in the recent measles outbreak, the importance of immunization or legal exemption documentation and accurate child care immunization reporting is critical. We will:

  • Overview the immunization law, including required vaccines and recommended vaccines
  • Cover vaccine exemptions and necessary documentation
  • Review completion of the annual childcare immunization report and the tools and resources available to help you
  • Answer any questions on the process or law
